UEFA considers World Cup boycott as FIFA investment proposal sparks growing opposition

UEFA is stepping up its opposition to FIFA’s proposal to raise $20 billion through the sale of minority equity in a newly created commercial entity, with sources indicating European football’s governing body is preparing an emergency meeting of its 55 member associations to discuss possible action, including a boycott of future FIFA World Cups.

The proposal, unveiled by FIFA president Gianni Infantino, would see the governing body seek outside investment for the FIFA Forward Enterprise, a new organisation that would oversee FIFA’s commercial operations and major competitions, including future men’s and women’s World Cups. FIFA is working alongside financial services company J.P. Morgan, while potential investors include Thrive Eternal, the investment group founded by Joshua Kushner.

The announcement prompted an immediate response from UEFA, which argued that football’s governing institutions should never place ownership of the sport’s commercial future into the hands of external investors.

In a strongly worded statement, UEFA said football “isn’t FIFA’s to sell,” warning that the proposal crossed a line that should concern every national association, league, club, player, supporter and government involved in the game.

Sources told ESPN that opposition within UEFA is significant, with plans advancing for a virtual meeting before the end of the week. The purpose of the gathering is expected to be to establish a unified European position and examine possible responses if FIFA proceeds with the proposal.

One option expected to be discussed is the prospect of refusing to participate in future FIFA competitions. UEFA previously used the threat of a World Cup boycott during discussions over staging the tournament every two years in 2021, a proposal FIFA later abandoned.

Political criticism has also emerged. U.K. Prime Minister Andy Burnham publicly rejected the proposal, writing on X that football “does not belong to investors.”

FIFA maintains the initiative is designed to strengthen the global game. Infantino described the project as an opportunity to unlock football’s commercial potential while increasing investment in member associations around the world.

According to FIFA, the FIFA Forward Enterprise could raise up to $4.2 billion later this year through the sale of minority, non-controlling interests based on an overall valuation of $20 billion.

The governing body said member associations would have the option to participate in the expanded financial programme. Development funding, currently scheduled at $8 million per association during the 2027-30 cycle, would increase to $20 million before rising further in subsequent cycles.

FIFA also stressed that it would retain complete authority over football governance, competition organisation, the international calendar and all sporting regulations, regardless of outside investment.

The proposal arrives after FIFA generated record World Cup revenue of approximately $12 billion from the expanded 2026 tournament across the United States, Canada and Mexico. Questions have already been raised over whether similar commercial returns can be achieved when Spain, Portugal and Morocco co-host the 2030 tournament.

The relationship between Infantino and U.S. President Donald Trump has also attracted increased attention following the 2026 World Cup, with some European officials expressing concern over the political backdrop surrounding FIFA’s commercial strategy.

No formal vote has yet been scheduled on the proposal. FIFA’s next online Congress is planned for Nov. 23, where member associations are expected to confirm the hosts of the 2031 and 2035 Women’s World Cups. Any discussion regarding the future structure of the FIFA Forward Enterprise is expected to continue in the months ahead as resistance from Europe gathers momentum.
